This book captures the thoughts of the Author who worked for more than four decades at the grassroots in India and other countries, observing and watching how Human Development Programmes touch the lives of those who receive the services like primary health care, water and sanitation, school education and reflecting on the managerial dimensions of these programmes. Human Development Programmes are more difficult to manage at the cutting edge. They are easy to design at the level of the State ands the Funding Agencies but when they reach the people who receive them for their well being they either get distorted or reach them at the wrong time and place.
