Attri is former Chair in Indian Ocean Studies (CIOS), Indian Ocean Rim Association (IORA), Republic of Mauritius; played a Catalytic role in promoting and accelerating research and academics in IORA, known as ?Architect of Blue Economy in the Indian Ocean Region?. Conceptualized and edited the ?Handbook of Blue Economy of The Indian Ocean Region?, published in 2018. Initiated the Journal of Indian Ocean Rim Studies as CIOS and the Managing Editor of Journal of Indian Ocean Rim Studies (JIORS) in 2016. Post-Doctoral Research in International Economics from University of California, Los Angels (UCLA) CA, USA and The George Washington University (The GWU), Washington DC, USA. A Senior Fellow of Indian Council of Social Science Research (ICSSR), New Delhi (2014). An Expert in Theory and Practices in Regional Economic Integration and Multilateralism, Sustainable Development, Blue Economy and Climate Change. The author has published several policy briefs and research papers. The author has been a Keynote speaker at several International conferences among the Member States of IORA.
