Published in association with the Regional Centre for Strategic Studies in Sri Lanka, this book examines the maritime issues facing South Asia, including boundary problems, fisheries conflicts, nonmilitary and nontraditional security threats, and environmental problems. This study seeks to facilitate solutions to these problems through regional cooperation. Through comparative analysis of efforts at India–Pakistan and India–Sri Lanka bilateral maritime cooperation, fisheries and non-military security cooperation emerged as areas of common to both. This study argues that these areas ought to be included in the evolving agenda for South Asian maritime cooperation. At the same time, given the international character of the maritime domain, efforts must be made to coordinate evolving South Asian maritime cooperation with similar efforts on the neighboring regions and the world.
Sithara Fernando is currently a Visiting Research Fellow at the Institute of Chinese Studies (ICS), Delhi. He is a recipient of the Jawaharlal Nehru Scholarship for Doctoral Studies (27-9) awarded by the Jawaharlal Nehru Memorial Fund (JNMF), New Delhi. Dr. Fernando's areas of interest include China's maritime relations with South Asia, China's relations with the Indian Ocean Region (IOR), maritime cooperation in South Asia, and regional cooperation in the IOR.
